H.4445 lays out a raise distribution plan for state employees, in case the General Assembly appropriates money to the Department of Administration for employee raises. Under this plan, state employees will get a 10% raise.  

Across-the-board pay increases are generally an ill-advised policy both in business and in government. With the exception of cost-of-living adjustments, they should be merit-based and considered individually. Worth noting is that state employees received a 2% cost-of-living raise for the fiscal year starting in July of 2014.
