H.4524, would require that before any nonprofit receive funds from a state agency, it must disclose: how it plans to use those state funds, a copy of its adopted annual budget, and its most recent operating financial statement. State funding of nonprofits for dubious purposes is an ongoing problem in South Carolina government. Any attempt to bring transparency into this practice would be welcome.
