H.3255 would establish a form of zero base budgeting by requiring a different group of agencies present their budgets using a zero base approach each year. Every agency would be covered over a cycle of four years. While using a zero base approach for each agency every year would be preferable, this proposal is still superior to the current budget approach which starts with the previous year’s appropriations as a baseline.
