S.428 would prohibit any individual from working as a manager or server on a premise licensed to sell alcoholic beverages unless that individual obtains a server permit from the Department of Alcohol and other Drug Abuse Services. In order to receive the permit an individual would have to complete a responsible alcoholic beverage server training program authorized by the above mentioned Department. Once these programs are created individuals convicted of illegally selling alcoholic beverages to minors would be required to complete training and obtain a new server permit.

It’s unclear why after years of the professions being unlicensed bar tenders and individuals working in liquor stores must now receive state permits. As with all occupational licensing schemes the chief effects of this new law will be driving up consumer costs, lowering quality of service, and reducing employment opportunities.
