S.96 would require the Judicial Merit Selection Commission (JMSC) to submit the names of every qualified judicial candidate to the General Assembly, instead of the Commission’s top three picks. While this would reform only one aspect of the corrupt judicial elections system, it would marginally decrease the power of the unaccountable JMSC and make the process more transparent.
