H. 3304 would allow for the creation and implementation of special purpose districts for promoting the use of clean energy resources such as natural gas, solar and other sources of energy.  Any district created would have the power to levy assessments on qualifying real estate inside of the district.  The use of clean energy may increase, but having another layer of complexity in more special purpose districts is not the best way to go about it.
