H.3146 is a constitutional amendment that would change the Superintendent of Education from an elected position to a cabinet position with advice and consent of the Senate. In order for this to change, this amendment to the Constitution must be voted on by the citizens of South Carolina. As the amendment is written in both the House and Senate versions, this appointment procedure would take effect in January 2023.
