H.4691 would designate the second full week in November as Youth ATV Safety Week. During this week each class in public schools Kindergarten through 12th grade would be required to have instruction for at least 30 minutes on the safe use of all-terrain vehicles (ATVs). Public schools would further be required to hold at least one assembly on ATV safety and ATV laws. The State Department of Education would provide instructional materials for Youth ATV safety week.

The purpose of public education is not to inform students about niche hobbies, particularly those that require a device most students’ families don’t even own. This would be a waste of educational resources, measured in both time and money.
