H.4531 allows the University of South Carolina at Lancaster and Winthrop University to offer in-state tuition rates to residents of three bordering North Carolina counties (Mecklenberg, Gaston, and Union), provided North Carolina offers in-state tuition rates to residents of three bordering South Carolina counties (York, Chester, and Lancaster).

This bill begs the question “Why only those three counties?” There are nine counties in South Carolina and ten in North Carolina along the state border. Not only does this bill smack of cronyism, but it will cost our state additional revenue. It is called “in-state tuition” for a reason. Our legislators should keep it that way.
