H.4387 would prohibit a law enforcement agency from giving its officers ticket quotas. The bill would also prohibit a law enforcement officer from being evaluated based on the number of tickets he or she issued.

This would be a welcome reform that would protect citizens’ wallets and could lead to a long run increase in their safety. Law enforcement should be focused on fighting crimes with actual victims, not on raising funds via tickets for victimless offenses.
