H.4081 directs the Legislative Audit Council to conduct management performance audits of every public institution of higher education in South Carolina every ten years on a staggered schedule. The cost of the audits are to be absorbed by the school being audited as an operating expense.

This is a much-needed move towards accountability in higher education. If the taxpayers are funding these schools, the state has a responsibility to make sure that money is not being wasted.
