H.4051 aims to amend the Constitution by exempting persons seeking to serve on the governing body of a public college or university in this State from possessing the minimum qualifications of an elector. This matter should not involve an amendment to the state Constitution. The bill is very narrow in scope and comes across as seeking special favors for unqualified persons. The Constitution is clear-to obtain an office in this state you must possess the qualifications of an elector.
