H.3072 is an attempt to codify a school choice program that provides a limited amount of tax credit scholarships to exceptional needs children. The program currently exists as a one year proviso that must be annually renewed, this bill would make the program permanent. The program isn’t perfect and could stand to be improved, but there is little doubt it is a welcome help to the exceptional needs children and their parents who are fortunate enough to take advantage of the scholarships. Some school choice is superior to none, and a permanent school choice program would be superior to a temporary one.
