S. 123 – Shorten session and implement Biennial budget
This bill would shorten the legislative session so that in even-numbered years the General Assembly would adjourn the second Thursday in March, and in odd-numbered years they would adjourn the second Thursday in April. If this were state law in 2014, it would have cut the session by 12 weeks – it could cut the 2015 session down by eight weeks.
The bill would also implement a biennial – every other year – budget process to be completed in odd-numbered years. Should the House not give final passage to the budget by February 28, the bill allows for sine die adjournment (last day of session) to be extended one day for every additional day it takes the House to pass the budget.
