Proponents of network neutrality want the government to regulate internet access through statutory limitations on service providers. In their effort to ensure freedom of content they seek to limit the rights of access providers.
Internet service providers should not be forced into freely carrying all content. The content producers are using ever-great amounts of bandwidth, and receive a free-ride on the networks they profit from. Service providers on the other hand have little incentive to expand or improve these physical networks.
Non-neutral technologies are already an essential part of the internet, and allow for faster access for all users. Policy makers should heed the lessons of the Telecommunications Act of 1996: second-guessing technological developments and choreographing competition stifles markets and hurts the consumer.
